Telework:                   This position will report to the headquartered location a minimum of 2 days per week.  You may have the opportunity to telework the remainder of the week, if desired and based on business need.

Work Hours:             8:30 – 5:00      

 

Salary Range:           Starting salary of $85,966, commensurate with experience

                                                

 

Basic Function

 

This mid-level supervisory position involves specialized work of a highly confidential nature performed within the Bureau of Investigative Services to support the sworn agents of the Criminal Law Division (CLD). This position will report to the Deputy Chief of the Bureau of Investigative Services and is responsible for overseeing the Commonwealth Investigator Training Program (CITP) as well as continuing education, mandatory in-service training (MIST), the Field Training and Evaluation Program (FTEP), the Agent Supervisor Training Program (AST), and the Firearms Program. In addition, the Director of Training will assist with the accreditation program to ensure agency compliance with the Pennsylvania Law Enforcement Accreditation Commission (PLEAC) standards.   

 

The selected individual must have the ability to travel statewide to facilitate field delivered training events throughout each calendar year.



Examples Of Duties



  • Reviews and approves all aspects of the administration, oversight, and coordination of the CITP, to include curriculum, enrollment, scheduling, travel arrangements, and meals, as well as acting as liaison with external stakeholders such as the Pennsylvania State Police and partner CITP state agencies
  • Oversees, administers, and assists with the curriculum of all training activities, new agent orientation, and continuing education; the incumbent must be well read and informed on law enforcement trends, training, and best practices
  • Researches, monitors, modifies, and implements training and instruction as needed 
  • Reviews records of all new agent training, CITP, and FTEP to ensure high quality standards are being met and to provide resources for remediation, when needed
  • Ensures maintenance of records of updated training and continuing education for sworn agents, including but not limited to firearms, less than lethal weapons, defensive tactics, first aid, entry training, use of force, de-escalation tactics, duty to intervene, and legal updates
  • Oversees MIST statewide to include facilitation during all training events; reviews and ensures compliance by all sworn personnel to attend and successfully complete mandatory training
  • Creates, revises, and delivers curriculum and instruction to newly promoted supervisors in the Agent Supervisor Training Program
  • Reviews and approves content related to the Diversity, Equity, Inclusion, and Belonging (DEIB) program, as well as provides support for instruction  
    1. The incumbent will need to develop a professional working relationship with the Attorney General’s Chief of Staff to facilitate this duty
    2. The incumbent will supervise the office’s Diversity, Equity, and Inclusion Specialist
  • Oversees the inspection and maintenance of equipment, to include maintaining records of equipment issued to and returned by agents
  • Supervisory responsibility for six individuals, subject to change


Minimum Experience and Training



  • Four years as a Special Agent II and/or Narcotics Agent II with two years of qualifying supervisory experience OR
  • Two years as a Special Agent III and/or Narcotics Agent III (with 10 years of experience as a Special Agent and/or Narcotics Agent, other qualifying supervisory experience can be substituted for time as an Agent III) OR

 

Successful completion of Act 120 certification or an Act 120 equivalent certification, or graduation from the Commonwealth Investigator Training Program (CITP) AND

 

  • Graduation from an accredited college or university with an associate’s degree in Criminology, Criminal Justice, Police Science, Police Administration, or a related major specific to the criminal investigative field, or a technical or specialized major related to a specific position, and eight years of relevant law enforcement or investigative experience or experience in a technical or specialized field related to a specific position including two years of qualifying supervisory experience OR
  • Graduation from an accredited college or university with a bachelor's degree in Criminology, Criminal Justice, Police Science, Police Administration, or a related major specific to the criminal investigative field, or a technical or specialized major related to a specific position, and six years of relevant law enforcement or investigative experience or experience in a technical or specialized field related to a specific position including two years of qualifying supervisory experience OR
  • Graduation from an accredited college or university with a master’s degree in Criminology, Criminal Justice, Police Science, Police Administration, or a related major specific to the criminal investigative field, or a technical or specialized major related to a specific position, and five years of relevant law enforcement or investigative experience or experience in a technical or specialized field related to a specific position including two years of qualifying supervisory experience OR
  • Ten years of relevant law enforcement or investigative experience or experience in a technical or specialized field related to a specific position including two years of qualifying supervisory experience OR
  • Four years of active duty military experience with honorable discharge and six years of relevant law enforcement or investigative experience or experience in a technical or specialized field related to a specific position including two years of qualifying supervisory experience OR
  • Ten years of active duty military experience with honorable discharge including six years as a Military Police Officer with the Criminal Investigations Division or a relevant Military Occupational Specialty (MOS) and two years of qualifying supervisory experience OR
  • Any equivalent combination of relevant education, experience, and training  


Preferred Knowledge, Skills, and Abilities



  • Superior organizational, analytical, writing, and communication skills
  • Instructor Development Certification from an accredited agency or institution
  • Previous work experience in a training academy/environment
  • Previous experience teaching or administration within an adult learning environment
