1. Organizational Context
a. Organizational Setting
The post is located in the Central Services Division (CSD), Administration, Finance and Management Sector (AFMS). The Central Services Division manages a number of services such as Travel, Procurement, Premises Management, Building Projects, Support and Carbon Neutrality.
b. Purpose Statement
The main role of the incumbent is to be responsible for leading CSD projects related to change management\: workplace modernization, digitalization, IT systems implementation, and business process optimization.
Current projects include but are not limited to the migration of WIPO systems to AIMS 2.0 (WIPO’s new Administrative Integrated Management System), and the introduction of new IT solutions such as Enterprise Service Management (ESM) and Building Information Management system (BIM).
Additionally, the role involves leading non-architectural projects or sub-projects with an optimization and high change management content. This includes major initiatives such as the modernization of the workplace design and lay-out towards more collaborative spaces, sustainability efforts, or other emerging priorities.
The incumbent will be tasked with defining strategies and roadmaps, conducting consultations, managing change, developing communications, and overseeing the complete rollout of these projects. The incumbent will play a key role in change management, ensuring that transitions are seamless, stakeholders are engaged, and organizational adoption is maximized.
The incumbent will also ensure that CSD business processes are thoroughly reviewed and optimized to improve efficiency, agility, and that the quality of service provided to the organization’s internal clients is optimized.
c. Reporting Lines
The incumbent works under the supervision of the Director, Central Services Division.
2. Duties and Responsibilities
The incumbent will perform the following principal duties:
a. Oversee and manage business processes streamlining and optimization, leveraging cross functional opportunities within CSD and beyond, to ensure the migration of new systems into optimized processes, providing internal and external clients a seamless, agile and digital experience.
b. Design and lead change management initiatives, including workshops and tailored communication strategies, for the successful adoption of new processes and systems. Oversee central activities closely linked to change management projects, on an as needed basis.
c. Ensure cross-functional collaboration, proactively engage with internal and external stakeholders, address concerns, and ensure alignment with business needs and expectations.
d. Develop and maintain realistic project schedules; ensure project milestones and key performance indicators are met; assess and resolve potential issues; manage budgetary expenses, prepare comprehensive cost analysis studies, and prepare and/or elaborate business cases, manage and mitigate project risks; and ensure the development and application of dashboards and other monitoring tools.
e. Manage personnel (staff and non-staff) associated with the various projects and initiatives, developing their skills to achieve pre-defined goals.
f. Ensure the elaboration of documents for tendering exercises when needed, evaluate responses and coordinate the selection of service providers and vendors. Manage contracts with external providers, ensuring adherence to deliverables, timelines, and budgets.
g. Keep abreast of technology developments in the context of IT application integration and user experience.
h. Substantively contribute to the preparation of WIPO Program and Budget and Performance Reports, with an emphasis on data validation and analysis related to the different project activities. Oversee communication to Member States, including to the PBC and General Assemblies, as well as to various internal and external audit and oversight entities.
i. Perform such other related duties as required.
3. Requirements
Education (Essential)
Advanced university degree in management, information technology, business administration, systems engineering, or a related field with a strong focus on digital transformation, process optimization, or change management. A first-level university degree plus two years of relevant experience in addition to the experience requested below may be acceptable in lieu of an advanced university degree.
Professional certification in project management, e.g. PRINCE2, Managing Successful Programs or Agile.
Education (Desirable)
Professional certification in change management.
Experience (Essential)
At least seven years of relevant professional experience, including in managing in an autonomous manner medium to large change management projects with direct business impact, using industry standard program and project management methodologies, tools, and project planning and control techniques, including budget, managing (small) teams.
Proven track record of leading impactful change management initiatives, managing teams, and working effectively in multicultural and international environments.
Experience in process improvement, business analysis, and change management for IT related projects, with a proven track record of leading impactful structural changes.
Experience in leading medium/long term non-IT related projects with impactful structural changes, interfacing with multiple stakeholders in an international environment.
Experience (Desirable)
Experience in managing organizational workplace transformational projects in an international environment.
Language (Essential)
Excellent knowledge of written and spoken English.
Language (Desirable)
Knowledge of other UN languages, in particular French.

Annual salary:
Total annual salary consists of a net annual salary (net of taxes and before medical insurance and pension fund deductions) in US dollars and a post adjustment. Please note that this estimate is for information only. The post adjustment multiplier (cost of living allowance) is variable and subject to change (increase or decrease) without notice. The figures quoted below are based on the January 2025 rate of 67.6%.
